One of the longest surviving and uniquely Japanese fashion phenomena is 'Loose socks'. They are the socks of choice for high school girls nation-wide. They are almost always white when worn with school uniform, but this photo was taken in Tokyo when pastel colors were 'in'. These socks are usually glued at the top to keep them up.
