This is another of my "failed colonies" or it could just be a different world. The inhabitants have taken to the sky due the swampy conditions of the planet. Ground travel is nearly impossible and unheard of for long distances. Utilizing nuclear batteries and power they derive hydrogen from the water to fly their dirigibles. My original concept married the sailing ships of the past with the blimps of the 30's. Steam power is also used; water is heated by nuclear reactors. Small areas of ground can support structures; these are used for platform anchors that are used for bases and cities. Like many of my worlds they are involved in conflict. Areas of conflict over territories exist. I call this world:
