A 2/1 rat for 1B is quite a deal, but I'm having a hard time putting a value on these rat's ability. It is a strange one for sure. We can all probably think of times this ability could come in handy to dispose of a card that has a bad enchantment on it like Wanderlust or Cursed Artifact, but I wouldn't put Rats of Rath in a deck just to defend against such cards. They're just not used often enough to justify the slot in your deck. I can think of a few stranger uses though, here goes:
