This often unused symbol costs you a bit. You need to buy a dozen roses at the florist. I was told by someone that was 21 trainings when they completed this step that they required the bridal blush roses to complete the ritual. Take them to the wedding chapel in the Temple of Wehnimer's Landing. Place the roses on the altar there and you will recieve the completion message. Go back to the monk and he will instruct you in the Symbol of Submission.
