Gogo is a very mysterious character who doesn't say much throughout the game. He will join your party if you can find him on Triangle Island and his background and past are unknown.
The Mimic command allows Gogo to copy everything enemies or your own party members do. In addition to mimicing, Gogo can be given three other special commands if you go to his status screen.
