This is a scene depicting an American Naval flogging of the 19th
Century. It is an enlarged portion of the following illustration.
(circa 1850) Admiral Uriah Levy made several personal appeals to
members of Congress in support of his cause to abolish corporal punishment
in the United States Navy. In his flair for the dramatic, Levy
distributed a cat-o'-nine tails to Congress and dared them to "test it
on your own skins." Note the expressions on the Congressmen's faces...
