Right. Pop-up menus. This was a bastard to finally figure out, and I couldnt do it how i wanted. I was so friggin close, too.

Get Dreamweaver 2 (3 is out around now, by the way) and make an empty website. This type of menu only has two images, one to pass the mouse over to make the menu appear, and the actual menu. Go and make both. Some simple stuff will do. Place the permanently visible image somewhere nice on the page. Create a layer with a pretty clear name and place it right next to the image on your page. Put the second image in the layer.

It's important that the mouse can move across both images without going over any background or non-image stuff

With this done, give both images "show-hide layer" behaviours. On mouse-over, make the layer appear, and mouse-out, the layer disapear. Finally, make the layer visibility invisible by default.
