The Shadow Lords first came to prominence in the Balkans, where they ruled as powerful warlords. The tribe has since moved on, however, and established strongholds throughout the world in their quest for power. The Shadow Lords have certainly been aided in this by the tribal emphasis on dominance at all costs. Shadow Lords live and die by a certain credo, one of which they do not often speak among other Garou. The credo is simple: werewolves are supreme among Earth's lifeforms, Shadow Lords are supreme among werewolves, and thus it is the Lords' responsibility to rule the rest of Gaia's creatures - for their own good, of course.

To a Shadow Lord, hierarchy is everything; the only measure of worth is leadership, and it must be gained at all costs and by any means. For this reason, the Lords strive ceaselessly to dominate human, wolf, and werewolf alike. Shadow Lords despise the Silver Fangs, whom they consider weak and decrepit; they would like nothing more than to usurp the Fangs' position.
