There are three ways to avoid bombers:

The least effective way is to build a SAM battery to double your defense strength.

Fortify fighters in the city so that they will scramble and will receive 4X defense. Note that when fighters are defending a city, the SAM battery will not help.

Fortify an AEGIS cruiser, which has double defense against air and missile units, and build a SAM battery. This is the most effective way to avoid enemy bombers.
