All you have to do is to shoot every SWAT officer you see, as fast as you can.

So, which ones do I shoot first?
Start with shooting at the SWAT officers which are the closest to any of your terrorists, and when your sniper killed them, finish the rest of the SWAT officers that are closer to the SWAT's starting location.
