Get in the TV station fast. Put booby traps. Locate the TV station manager and take him as hostage. You must shoot a hostage (before the police arrives would be a good idea), then "use" the tape on him (one of your terrorists has it. he'll do what you need him to do. Then, after everything is done you need to fight the SWAT officers if necessary and escape.
