Queen Beryl was the ruler of the Negaverse. Although she took her orders from Queen Metalia, I still consider her the leader considering Queen Metalia was never actually shown, and could not have taken over the Earth by herself. Queen Beryl ruled over the four generals, and if one of them went aginst her (Zoicite) she had no mercy, and would put them into an eternal sleep. likewise if she felt they were not performing ther duties up to task. Queen Beryl was not pure evil however, she showed that in her love for Mamoru. Selfish as she might have been, brainwashing him. She did love him, and just did the wrong thing for the right reason.
