Solution:
Step 1. Click Start > Run
Step 2. Type "services.msc /s" (without the quotation marks)
Step 3. Right click "Remote Procedure Call (RPC)" - do not click on "Remote Procedure Call (RPC) Locator"
Step 4. Click on "Properties"
Step 5. Click on "Recovery" tab
Step 6. Change First Failure, Second Failure, and Subsequent Failures to "Take no action"
svchost.exe shouldn't be running for "Network" or "Local Service". Check the Processes under Task Manager to check this.
