 ·         40% of households represented at the meeting.

 II.       Reading of Minutes of preceding meeting - bypassed per agreement of attendees.

III.     Reports:

·         All previously requested reports were sent out.  Jean requested that anyone who is missing these reports contact the Board for a copy.

IV.     Establish Number and Term of Executive Board:

·         Per the Bylaws, at least 1/3 of the positions of the Executive Board must be up for election each year.  

V.       Election of Directors:

·         Per unanimous vote, the Board of Directors will be eliminated and we will maintain only an Executive board.

·         Elections for the Secretary and Vice President positions will be held on June 2001.  Elections for the Treasurer and President will be held in 2002.  This was put to vote and agreed upon.

·         Paul Murray will be Treasurer and Secretary.  Should anyone wish to volunteer for the Secretary position, they may do so at the November 9th budget ratification meeting.

VI.     Discussion of 2000 Budget:

·         Corrections to budget’s Revenue section included decrease in outstanding Association fees, and $75 revenue from income for paperwork done for 75 Lenox closing.

·         Not included in Budget Expenses are the following:

Þ      Insurance for Officers, estimate of $650. There will be insurance for Officers.  A second quote will be presented at the Budget Ratification meeting;

Þ      Common area landscaping - drainage easement cleanup (for 2001 budget), picking up of leaves, and watering;

Þ      Lighting - the Town, back in 1981 or so, has taken the position that the town would no longer pay for the street lights for any developments.

       Note: If there is a mechanical problem with a light, please let us know.

·         There will be an expense for preparation of Year 2000 Taxes in the 2001 Budget.

·         CL&P expense forecast was underestimated as bill for September/October 2000 alone was $2000.

·         Additional cost for landscaping of front common area refers to the maintenance of the bio-filter.

·         Forecast for legal/business advice is low; however, we hope to have voluntary assistance from the homeowner’s to maintain the cost low.

VII.   Outstanding Association Fees and Future Course of Action

·         The Board may assess fine of $25 per day or week, in addition to interest and fees after two weeks’ notice.  Exception may be made if delay is due to hardship circumstances.

·         Names of these homeowners will be posted should cause of delay not be determined and fee left unpaid.

VIII.  Lawn Mowing and Common Elements Maintenance Issues:

·         Issues included conflicting needs from homeowners and landscaper, fertilizing of common area on Neipsic Road, large plantings by homeowners on common areas.

·         To avoid future discrepancies with any landscaper, a landscaping committee will be formed and headed by homeowner Rob Scalise.

·         Issues to be dealt with will include finding the requirements from each household.

·         There remains only one outstanding non-compliance issue with the invisible dog fence.  As the Board members were not able to discuss this prior to the meeting, this issue was tabled to the next meeting.

IX.    Guidelines and Procedures for New Structures:

·         The Board should be contacted prior to pursuing any structure development.  The Town of Glastonbury will need the Association’s approval for any requests made to them.

·         The Board has followed and will continue to follow all town and association guidelines and bylaws in its approval process for new structures. 

X.      Dog Leash and Pooper Scooper Rules:

·         All residents received notice from the Town.  Board reiterated rules and bylaws.  All dog owners should comply with these rules on common areas as well as town property.

·         Also, please do not assume that dog owners are not complying if a plastic bag is not visible as it may be folded away.

XI.    Privacy Issues:

·         Please respect the privacy of all homeowners.

XII.  New Committees:

·         A landscaping committee will be formed.  Rob Scalise to head this up.

XIII.Other:

·         Homeowners are requested to attend Budget Ratification Meeting on November 9, 7-8:30PM in Friends Room of Wells-Turner Library.  Otherwise, proxy vote should be sent in.
