Meeting was opened by Jean Lareau.
 
A roll call was taken.  Each attendee was identified by Name and House Number

Attendance was low despite adequate notification to all residents of the scheduled meeting.  (Refer to 10/15/01 Notice, Attached).
 
Board member Mary Scalise brought up the main topic of “unresolved” landscaping issues, with regard to:
A.  The circle
B.    Grass Issues
C.  Junk/Bured Debris

We all then proceeded to a table to review a full-scale map of the original plan of development for Meadowview.  Discussion followed:

A.     The circle is near completion.  Half of expenses will be paid by builder.
 
B.     “Low Grass” vs. “Meadow Look,” Manicured vs. Natural, Town expectations vs. our expectations.
  • Town did not expect us to groom so large an area. 
  • One resident expressed concern over meadow look as it invites the trapping of flying litter.
  • All landscaping proposals are welcome to be put out for consideration by the association.

C.   A time limit was set for notification to the board of problems with buried junk or debris left by the builder.  All notices must be in writing no later than this weekend (11/03/01).

 

Board Member and Treasurer Paul Murray conducted a review of the 2001 Budget.  Please refer to chart provided.  Chart was passed among attendees.

  • We are running on track for landscaping and snow removal costs.  (Approx. $7000.)
  • We have a “standard” electric bill of $196 per month.
  • We have an approx. legal fund of $650.  It was stressed this fund needs to grow annually.
  • All dues are current.
  • A year-end statement will be posted.  All figures are available on our website.

 

 

Board member Jean Lareau brought up the issue of more than one family member serving on the board.  For reasons of “Fair Representation” it was agreed (generally) that there should be a limit of family representation.  Perhaps this statement could be made part of the by-laws down the road.

 Back to Landscaping….

  • Mary Scalise suggested a formation of a “Landscaping Committee”.  This committee would ensure a “uniformed” look for our community.
  • Volunteers can write or visit website.

 

Resale Documentation

  • All home owners must provide a by-law booklet to new homeowner.  A fee will be charged for the association to do so.  NO EXCEPTIONS.
  • A one week notice is required for a request of a by-law booklet.

 

Access to Common Land
  • Permission must be obtained from the board to have heavy equipment go over common land to get to a homeowner’s property.  A document must be signed and all damages incurred will be the responsibility of the Homeowner. 
  • A one week notice is required. 
  • Documents will be posted on website.

 

We need “E” mail addresses for residents.

 

Next Meeting

  • A meeting will be scheduled to finalize the budget.  Members will be notified.
