This is one example of screentone layering.  Chi-Kuai's robes are one layer, the shadows of the creases are another layer.  The peony tattoo on Kuai's back is hand-dotted.  Believe it or not, there is a specific technique in this staccato pattern that allows you to do it fast & easy.  I use the trianguler dot method.  

Then screentone shadow is laid over the dot-dot.
