Japanese Army and government were not guilty because they protected comfort women effectively. (Opposition to Professor Yoshiaki Yoshimi)

"The Case to Recruit Comfort Women for Military Comfort Station" (on 4th March 1938) was drawn up by the conmmissariat section of the Department of Japanese Army.

The content was:
Police would arrest brothel's dealers who gathered prostitutes by abducting or deceiving. After brothel's dealers properly selected by Army gathered prostitutes, the (military) police officers of the relevant districts would have controlled and watched the act of brothel's dealers to prevent social problem without a slip.

Professor Yoshiaki Yoshimi insisted "the relevant districts" meant only in Japan, not in Korea and Taiwan. However, Korea and Taiwan were Japanese administrative districts. Japanese administrative districts in Taiwan were called "Shuu," and those in Korea were Dou by Japanese government offices. A lot of (military) police stations existed in Korea and Taiwan.

Yoshimi still insists that Japanese Army and government were not generous by two new documents which were newly found by him.

The first document, "The inquiry on handling the women which would make a voyage to China" told Japanese Army in the Southern part of China requested Ministry of the Interior to gather four hundreds comfort women. This was made by Ministry of the Interior on 4th November,1938. This document would be enforced on 8th November, 1938.

Yoshimi pointed out the description below in this document.
"6, Comfort women who would make a voyage to China, Ministry of the Interior and prefectures' governors should just supply facilities to recruit women and make them a voyage. Army must pay attention to contents of their contracts and their protection on the spot."

Yoshimi insists that this document violated "the Cases on Handling the Women Who Make a Voyage to China" (on 23rd February 1938.) It described that women who would make a voyage to conduct prostitution had to appear at the police in person to apply for ID cards. (3) (4) (5)

Yoshimi pointed that gathering women by brothel's dealers who were requested by the Army was not controlled and regulated by the police. Dealers might have deceived and abducted a lot of women. Yoshimi insisted that Japanese government gave up regulating dealer's bad conducts to comfort women and the government had Japanese Army violently treat comfort women.

Responding to Yoshimi's insistence, Mr. Satoshi Uesugi, a researcher of comfort women, insisted that Japanese Army would tacitly permitted brothel's dealers to abduct and deceive Asian women in order to satisfy the quota. Moreover, the Japanese Army would have directed brothel's dealers to abduct and deceive Asian women to satisfy the quota by oral orders.

However, actual enforcement document, "the Cases on Handling the Women Who Would Make a Voyage to the Southern of China," found when the Ministry of the Interior handed in prefectural governors on 8th November 1938, changed its description.

"Ministry of the Interior and prefectural governors just supply facilities to gather women and made a voyage. Army must pay attention to comfort women's contracts and protection on the spot."

Revised contents are:
The process of handling the women to the southern parts of China depends on "The cases how to handle the women who would make a voyage to China." The police explained their work of prostitution into the women who were gathered by brothel's dealers. The police took care of comfort women's contracts to brothel's dealers and regulated a lot of comfort women's debts from brothel's dealers and the very long term comfort women's contracts. Japanese government didn't give up regulating bad conducts to comfort women and tried to stop Japanese Army's crimes. Japanese Army protected comfort women as a whole.
