Japanese Army and government were not guilty because they protected comfort women effectively. (Opposition to Professor Yoshiaki Yoshimi)

The second document, "The Case on Comfort Women Making a Voyage to Occupied Territories of The South Sea's Area." (on 10th January 1942), was about comfort women who would make a voyage to work at brothel. Japanese Army in the South sea's area requested those women to show Army's certification. Army could not move at all without certification.

Yoshimi says that comfort women could make a voyage to the South sea's area with Army's certification, not identification card. Japanese Army left the bad conducts of brothels. Therefore, Japanese government and Army didn't protect human rights of comfort women who would made a voyage to the South sea's area. Japanese Army and government are guilty because they did not protect comfort women effectively.

The statement of "Japanese Army left the bad conducts of brothels." is not correct at all. When Japanese Army issued Army's certification to comfort women who would make a voyage to the South sea's area, Japanese Army announced this regular document, called "The Case to Recruit Comfort Women for Military Comfort Station" (on 4th March 1938)

This procedure actually applies to the comfort women who made a voyage to the South sea's area. "The 602nd Telegram From Taiwan" (on 12th May, 1942) told that Army in the Southeast Asia needed fifty comfort women who would go to Boruneo, Malaysia. Army in the Southeast Asia requested Taiwan's military police officers to select brothel's dealers properly. Military police officers in Taiwan investigated brothel's dealers, then they selected three brothel's dealers.

The police and military police officers in the relevant district cooperated with the Army. The (military) police officers were investigated whether they selected brothel's dealers properly or not. The police and military police would investigate each comfort women to prevent social problems without a slip. After those procedures were completed, military police officers applied to the Department of Japanese Army for brothel's dealers about making a voyage.

The Japanese government and Army prevented comfort women from abduction, deception, and forcible prostitution. Japanese Army supervised and regulated the bad conduct of brothels effectively, they did not leave the bad conduct of brothels alone. Japanese Army and Japanese government are not guilty because they protected comfort women effectively.
