Rupert Kesselink worked directly for Phezzan Landesherr Adrian Rubinsky. However, he had his own set of goals. This is from one of his last scenes in the anime, as he reaches into his jacket for his gun. Seems very self confident, doesn't he? I got this cel from Anime Lane.
