REPORT TO THE PEOPLE CY-2003

OUR DEAR PEOPLE OF IROSIN: GOOD EVENING and HAPPY VALENTINE!

Tonight is our "Ulat sa Bayan," as public officials and functionaries in the local government we are oblige to do this publicly and this is our way of presenting to you the highlights of our achievements during the year just ended. The reason for having this event coincide with moments of the heart is that we wholeheartedly and sincerely trying the best we can to bring to you a responsive, transparent and accountable governance. This is our commitment as we assumed this first term in office hand in hand with our efforts towards the enhancement of your socio-economic condition and the promotion and protection of your well being. We believed these achievements were realized through your strong support and cooperation and the continuous trust in us.

Our efforts and interventions during the period were focused on the usual delivery of basic public services, establishment of essential physical infrastructures and provision of economic and livelihood support to the disadvantage sectors in the municipality. Parallel to these initiatives is resource generation and mobilization so as to fuel the delivery of basic public services and the establishment of physical infrastructures inherent of which is internal control and practical fiscal management. All these actions were consistent to the strategic plan for our municipality. Our dream for Irosin is a community that is peaceful, globally competitive and with a life-sustaining and healthful environment with people who are God loving, gender sensitive, productive and participative in a system of governance that is just, responsive, efficient, transparent and accountable. To realize this end, we are working for the promotion of the general welfare of Irosinians and develop all human resources through comprehensive and integrated delivery of basic services, enhancement of multi-sectoral participation and mustering of resources towards sustainable development of the town. Let me discuss to you briefly the local administration's development agenda or program of government contained in our "LIBRO BUEN GOVIERNO" which are basically laid in the foundations of "Good Governance" and "Livelihood."

GOOD GOVERNANCE - embodies transparency in all its dealings; responsive to the needs of all its constituents; efficient in the delivery of basic public services; consultative, to feel the pulse of the people; with foresight, to know what would probably happen; resourceful and self-reliant so that it would not be dependent on outside help; and self-sacrifice putting ahead the interests of the town first before thinking of self-interests. LIVELIHOOD - Unlike other programs, this penetrate the lowliest of our community: those who belong to and below the poverty line. It covers the entire aspects of earning a living: production, marketing, financing, technology development and capability building. GOOD GOVERNANCE and LIVELIHOOD are buttressed by three (3) pillars: REFORMS, SERVICE and LEADERSHIP. REFORMS come in the actual and real empowerment of people and upholding their rights and privileges with corresponding obligations and responsibilities in our community. This should go hand in hand with the ability to demonstrate sincerity and encouragement for them to participate in local governance. SERVICE is the swift and prompt delivery of basic services to the people without passing through the crazy maze of bureaucracy and without any demand for grease money. LEADERSHIP is setting a standard using oneself being in the civil service a role model for others to follow.

This is the framework of governance our team adhered to and practiced and was tested to be appropriate and practical to the existing and changing environment. We make this framework as the concrete reference of our executive and legislative actions for the municipality spelled out in local policies enacted and the various development programs, projects and activities that our administration is implementing.

Gabionza, Harry Garrido nan Dr. Tan.The accomplishments of the Local Government Unit during the year just ended place some new significant mark on change and development of Irosin both as a place as well as on its people. These local government actions is only one of the multiple factors that influences or shapes the destiny of the municipality but it is very crucial since the government have the control systems over the development of society and how social order has to be maintained. I am aware of the tight economic situation that most families are experiencing today and many are hard up so they rely on the local government for livelihood and social support. For your information we are doing our best to respond to your concerns and needs and address your pressing problems and issues although the local government is working on meager resources.

Give me a chance to present an account of the local government resource generation and mobilization initiatives given the reality that money is the lifeblood of the local government operations. At the beginning of the year the Annual Performance Budget of the local government was already approved by the Sangguniang Bayan and was transmitted to the Sangguniang Panlalawigan for review and approval. The performance budget of the local government was set based on a conservative projection patterned from the CY-2002 level with the Internal Revenue Allotment (IRA) as the dominant factor. The budget was divided to the different local government offices according to their functions and work program and the public services they desired to do for the year. As usual, we allocated 5% of the estimated IRA as calamity fund and 20% for development, programs, projects and activities. Our fiscal management and internal control approaches were effective, we see to it that the local government expenditures are within reached equated to the capacities to generate revenues and it is ensured that funds are available. The fund for development programs, projects and activities was increased due to the unexpended Calamity Fund and the additional money generated from the national government after the final adjustment of the IRA. The development fund, the Special Education Fund (SEF) and my monthly salary which was my commitment during my assumption as the Local Chief Executive of the municipality provided financial assistance to the barangays and the public elementary schools which have very limited money for physical infrastructures and public facilities.

Since there were still several projects in the pipeline that cannot be financed by the money available and expected we requested financial support from senators and congressmen as well as funding agencies like the Philippine Charity Sweepstakes Office by sending project proposals and resolutions. In return some responded, one senator extended five million pesos for the purchase of essential medicine, another two more provided funds for the improvement of farm to market roads and a party list group supported the construction of a school building. Let us extend them our gratitude. Better resource generation and mobilization and fiscal management provided the local government good financial position and kept a strong financial liquidity. This also enable the local government to attain a net retained earnings amounting to P2,859,252.73 as the year ended and was able to give the local government employees in full the 13th month pay, cash gift and an extra cash gift of P5,000.00.

Next thing that I would like to relate to you is our efforts to make the local government people friendly. I have instructed the municipal employees to observe courtesy and proper behavior in dealing with the public and strictly reminded them the avoidance of red tape and run around. I reiterated them to observe properly civil service rules and regulations and act accordingly within their duties and responsibilities. As an incentive, we allow the local government employees to attend career development activities and skills enhancement training to achieve a certain level of competence in their respective fields and work assignments.

We prioritized development programs, projects and activities according to your pressing needs and the need of the times and more importantly the area that will be covered by the benefits at hand. Our priority development interventions are based on the objective assessment of your concerns and needs in conformity with our development goals for the municipality.

Our Clean and Green and environmental protection drive has been provided with substantial efforts and attention. We placed more local government resources human, money and equipment on ecological solid waste management and area beautification. Three reengineered dump trucks were acquired to supplement the existing garbage trucks in the collection and disposal of ecological solid waste in the current service area that is increasing in volume over time and to be able to expand to other service areas. Waste segregation is being piloted in the poblacion by installing garbage bins with three compartments and cover at strategic areas in the public market. We made the existing dumpsite located in barangay Patag a show case, operated in the concept of a controlled dumpsite solid waste dumped in the hole is covered with soil which makes the area clean, free from vermin insects and foul odor. We owned and operated a backhoe for proper and manageable dumping of solid wastes and make it easier to put on top a soil covering. A plant nursery was established at the site and the processed organic fertilizer made out of biodegradable wastes are utilized in soil enrichment suitable for seedlings propagation. The operated controlled dumpsite combined with a plant nursery was a model dumpsite in the province of Sorsogon as well as in the Bicol Region. We have installed bush pots planted with ornamental plants along the Maharlika Highway and regularly cut or trim down tall grasses for area beautification. We keep the municipal streets and sidewalks regularly clean and rehabilitated some drainage canals in the poblacion. We maintained also night illumination along M.L. Quezon Street, Irosin Landmark, at the vicinity of the Municipal Hall and the Irosin Valley View Park. We facilitated the cleaning and dredging of irrigation and drainage canals in San Julian and further improved the landscape of the Municipal Civil Cemetery.

As regard to social development, routine primary health care services were sustained giving more emphasis on maternal and child health care, nutrition, and expanded immunization. We have worked hard in the control of communicable diseases our relief was the medical assistance of Senator Gregorio Honasan making a steady supply of medicine in our health centers. Family planning and environmental sanitation services were also given due focus. We have organized medical missions and extended medical and dental services to poor and indigent sick persons in the municipality complementary to the regular health care services given by our local government health personnel. In social welfare and development services, we gave necessary support to the disadvantage sectors in our municipality namely children and youth, women, disabled and senior citizens. We made sure that every barangay has a Day Care Center equip with the required fixtures and helped them to be accredited by the DSWD. We provided several Day Care Centers with television set and video compact disc player and play equipment. Children in need of special protection had been given extra support particularly health care services and education. Gender and development actions were directed most on women welfare particularly on violence against women and children. We have maintained our support to the operation of the Regional Training Center for Women that provides training in loam weaving and industrial sewing enabling women to acquire employable skills and a chance to earn income. There was a continues support for the senior citizen activities specially the operation of the Senior Citizen Center and also we provided assistance to disabled persons some of them were trained and currently have already gainful activities. We have made the most popular intervention the Assistance to Emergency Crisis Situation (AECS) a financial assistance to persons or families in crisis within the reach of every needy person residing in the municipality. In the education sector, we extended regular financial assistance although very limited to the public elementary schools through the Special Education Fund (SEF) for the improvement or repair of school facilities and in the acquisition of essential school equipment.

May I touch on the maintenance of peace and order in the municipality, our initiatives are reflected on the enactment of local ordinances to regulate certain actions of individuals and groups within the municipality without prejudicing their human rights. Moreover, the allotment of funds intended and utilized by the local police force for protective services. The Municipal Peace and Order Council was very active and another group the Municipal Council of Elders were very helpful in making the municipality peaceful and orderly. Despite of these moves we have encountered peace and order problems like the rise in street crimes perpetrated by youngster gangs and criminal elements in the municipality, the spread of illegal drugs, illegal gambling and the increase in reported incidence of violence against women and children. But there is no cause for worry, currently the local police force through their chief have neutralized these activities by intensified campaign against crimes and the arrest of persons allegedly involved in the crimes including the filing of criminal charges against them in court. We earnestly need your usual support and cooperation so that criminality and lawlessness in our town will be reduced and contained and along the process we all make these place a safe and better place to live in.

Towards the enhancement of the socio-economic and or living condition of the majority of the families here in Irosin, our agricultural productivity enhancement and food security support services were strengthened. The Integrated Municipal Nursery that was transferred from its original site in barangay Gulang-gulang to a new location in barangay Patag besides the dumpsite propagates a variety of seedlings of fruit bearing and forestry trees as well as demonstrates cut flowers and herbal production and swine raising. We distributed the propagated seedlings to eligible farmers or tree growers under the Linkages for Irosin Livelihood (LIL) Project an agricultural diversification promotion and assistance of the local government expected to improve the income generating capacity of farmers. To boost the local rice production, we have supported the promotion of hybrid rice variety by making our Municipal Agriculture Office a window for marketing and distribution of hybrid rice seeds to farmers including the disposal of fertilizer subsidy. As usual we have provided regular technical assistance to farmers and maintained compact and technology demonstration farms in rice production and continue the animal dispersal program by distributing new stocks to eligible animal raisers. We also continue providing animal care and veterinary services with free biologics to animal raisers. In our efforts towards creating employment and livelihood opportunities, many unemployed persons in the labor force were given and been engaged in emergency employment during the implementation of various environmental protection and solid waste management services, peace and order maintenance activities and the local government infrastructure projects. We helped in building a better business climate by assisting business establishments both existing and new in doing business in the municipality and helped in the upgrading of support infrastructures specifically communication facilities at present we have already two functional cell sites. We keep the landscaping of the Valley View Park including the maintenance of its amenities to make it more attractive to picnic goers and visitors. In the advancement of local tourism and cultural heritage we have celebrated during the annual town fiesta the "Paray Festival."

We provided financial assistance to various barangays and augment the fund for their infrastructure projects. At present we started the design and installation of an Internet line that shall provide the municipality an access to worldwide web. The most noticeable infrastructure project we made was the construction of the new Municipal Public Library and the Expansion of the S.B. Session Hall inside the Municipal Hall compound. Our repairs and maintenance of municipal buildings and other municipal facilities were done and we made an additional improvement at the Irosin Valley View Park. We improved a section of farm to market roads in a number of barangays through the Priority Development Assistance Fund (PDAF) obtained from senators.

Extensively I discussed our achievements without reservations because I believe it had been done. All these things were made real through the strong back up of our Sangguniang Bayan, the different functionaries in the local government and the private sector our very active partners in local development. Truly we are here to serve you, but our dream for Irosin is still a long way to be fully realized. We all know that there is a lot of obstacles along the way so have trust on us and be supportive and cooperative surely in the end we will have happy life and our town experiences sustainable progress.
