Alright, I'm gonna be biased on this one, because Sailor Moon is basically my numero uno, most favorite manga series out there right now (Dragonball coming in really close second).  Your basic story line, if you haven't paid attention to the anime series on Toonami, focuses around a pre-teenage girl named Usagi, actually Bunny throughout the manga.  She is confronted by, of all things, a talking cat (Luna) with her destiny as a super hero and guardian of the Moon Princess Serenity.  What makes this series so likable is the fact that Bunny is not having an easy time coping with her newly found powers when she's having such a hard time with something else... life.  Being forced to be a champion of love and justice just doesn't sit too well with her, but fortunately, she has plenty of friends/Sailor Scouts, that help her manage.  Naoko Takeuchi, the series creator, managed to give each character so much personality that you just can't help but feel compelled by their trials, especially Bunny's.  The fate of love and justice rest in her hands.  That shouldn't inspire alot of confidence, but worse things can happen.
Sailor Moon has It's up and It's downs. Fortunately the ups outweigh the downs. This isn't a serious manga, more of an action-comedy like Dragon Ball. Like in most mangas, you may see them in one panel missing eyes, a nose, or sometimes being Chibi(Very short and small). It also cuts down on confusion by actually spelling out actions such as Push, or Grab, when it is happening. Although sometimes it is confusing when there is a battle in the story(I don't see how people can tell them apart in the manga). If you are looking for almost a completely different story then the Television show then look no further, The manga's story has almost NOTHING in common with the Television anime. Sometimes It can be the same thing every time though, something suspicious happening, they check it out, big battle, tuxedo mask usually saves the day, The End but Most of the time you get your moneys worth.
   I would give this a 4.0 because even though it has good story and nice artwork, It can drag-on with the same kind of story as mentioned above.
The new English translation of the sailor moon manga is extremely Good. It shows the original intent of Sailor Moon creator Naoko Takeuchi. It has all the characters of the cartoon with a few little twists, and suttle variations. Like that Serena isn't named Serena she's named Bunny. But believe me if your a hardcore fan like I am you'll love it. 
    So on the Tux scale from 1 to 5 ,1 being locked in a room and being forced into watching old episodes of Johnny Quest and/or the Super Friends.
And 5 being really, really, really, really, really good
