Notes:
This is your fieldable army at game start. At game start every country has half of the infantry and cavalry units (rounded up) in reserve. You do not pay maintence on units in reserve. Units in reserve take 1 full month (one full turn) to be mobilized. Active units may be placed in reserve at any time.
One Artillery Division equals 500 artillery pieces
One Infantry or Cavalry Division equals 15,000 men
(1) China is in a civil war. These are the
loyal, trained Government and Government supporting forces
(2) Mexico is in a civil war. These are the Huerta Government
forces.
(3) These are the Carranza Government forces.
Britain, USA, Japan, Italy, China, Germany, France, Austria and Russia all have large standing armies and can be increased significantly reflected in their large draft pools.
DRAFT: Any nation at war may start a draft. Doing so will reduce the cost of building infantry, but they will be at two tech levels lower than normally produced Infantry (minimum, level zero). This will allow a nation to build 'militia infantry '. Every time a militia unit is produced, it subtracts men from your draft pool. Each nation has a different number of men in its draft pool based on that nation's population. Once the amount of men is exhausted, no more units may be produced. Other ways to increase manpower are by taking over a territory. If you get a new protectorate you can recruit 10% of draftable men, Colony 5% and occupied 1%. Also foreign volunteers might join your cause.
If you build over your original amount of military units you get billed a one time extra maintenance fee. (See FEE List)

MERCHANT FLEETS CAN DOUBLE AS TROOP TRANSPORTS. EACH CAN CARRY 2 DIVISION OF INFANTRY/CAVALRY, OR 1 OF ANYTHING ELSE.
The great fortresses of Europe proved to still be of some use in 1914, slowing down enemy troop movements. Fortresses in this game provide some defensive modifiers in combat. The following is the list of nations with fortresses and where they are located.

GROUND UNITS:
- Light Infantry: Your general all purpose infantry unit. Can Entrench.
- Heavy Infantry: Similar to Light Infantry, but better at assaults and attacks. Can Entrench.
- Militia: Armed peasants and civilians. Not very good in combat. Can Entrench.
- Cavalry: Good in open terrain against
a non-entrenched opposing force.
Very bad against entrenched forces. Very mobile.
- Marines: Same as Heavy Infantry, but can assault enemy areas from ships.
- Storm Troopers: Infiltration troops.
Effective against an entrenched force.
High casualty rate in attacks. When defending, act as Heavy
Infantry.
- Heavy.Artillery. Big mobile guns,
but slow moving. Can't go into Mountains or Swamps.
Can't move in Rain or Severe Winter. Good bombardment.
- Light. Artillery. Less effective
bombardment than Heavy. Artillery, but more mobile. Can go into
Mountains,
but not Swamps. Can be used as Anti-Aircraft guns with low
effectiveness
- Tanks: Large Armored vehicles. Slow
moving. Good against Entrenched troops.
Can only be used in Clear Weather. Can not be used in Swamp or
Mountains.
- Poison Gas: Lethal gas agents. Doesn't
discriminate against friend or foe.
Can not be used in Rain or Severe Winter.
- Seige Guns: Huge guns carried on rail cars with a range of some 30-40 miles. Can be used to attack factories using the bombardment table but not very effective. Excellent in combat against fortresses.
AIRPLANES:
Fighters: are used for Air to Air Combat.
Bombers: The bomber can only be used for ground support and cannot be used to bomb other things.
Zeppelins: As above plus can be used on
Strategic sites.(IP/MP/OP/SP/Supply sites)
Not extremely effective though. Every time a Zeppelin is used
there is a 1% chance
that something bad happens to it (explodes, caught in rough
winds, etc) and is destroyed.
Advanced Fighters: mostly metal mono-winged planes. Better in combat, higher ceiling.
When doing strategic bombing with Zeppelins you need to tell me what area you are targeting (from list of economic zones) and how many planes you are sending in.
When doing air to ground attacks on forces you need to tell the GM in your orders whether or not they are to be used on tanks, artillery or infantry.
NAVAL UNITS:
Destroyers: Can sink subs. Moderate against other ships and Aircraft. very poor bombardment.
Cruisers: Good Sea-Sea/Can sink subs. poor bombardment,
Dreadnaughts: The ultimate warship. excellent sea to sea combat, excellent bombardment, can't sink subs.
Old Battleships: slightly less guns and armour of a dreadnaught, still more powerful than a cruiser. pretty much the same as above but slower with half the range, excellent bombardment, can't sink subs. .
Carriers: Moderate sea-sea, carries 2 observers. Can't sink subs.
Subs: Poor sea-sea. Stealth. Can't sink other subs. Very Slow and poor range. Poor friend or foe recognition. Useful only against merchant fleet.
U-boats: Stealth. Can't sink other subs. Very Slow and poor range, but better than subs. Poor friend or foe recognition. Useful only against merchant fleets U-boats are more effective..
Bombardment is using your ship's guns against a land unit. It helps in battles. Same for Artillery.
