It has been said that the aim of education must be "the formation of careful, alert and habits of thinking." Unfortunately, the questions asked by many educators require only recitation of memorized facts as an answer. The best question has as its primary goal the promotion of thinking.

Answers to higher level questions require greater understanding of the material being tested.
