We begin this act watching the beautiful Miko (young priestess) Rei waving goodbye to two little girls boarding the 6:00 bus on Sendai Hill, where the Hikawa Jinja (shrine) sits. Back at the dark castle of Queen Beryl, Jadeite is given one last chance to redeem himself as Nephrite taunts him and Zoicite asks about the ginzuishou. Beryl explains that the ginzuishou has endless power and can be used to control the universe.

Meanwhile, Usagi, Ami and Luna go to the arcade where Usagi clears 2 levels of the Sailor V game and wins a set of communicator watches for herself and Ami. On the bus ride home, Ami points out a pretty, exotic girl who lives at Hikawa Jinja (Rei). Attracted, Usagi follows Rei on the bus while Ami gets off. When Usagi reaches the jinja, she is attacked by two crows. Rei senses an evil aura and runs out of the jinja. She tosses a paper with characters written on it and yells, "AKU RYO TAI SAN!" (Evil spirit begone). Usagi passes out after this. Rei helps her and explains that the crows normally don't attack people but she felt an evil spirit. They hear a crowd talking. A woman confronts Rei and says her daughter has disappeared and she is worried since the Sendai Hill area is so creepy.The crowd walks away, suspicious of Rei and her powers and behavior. Rei explains to Usagi that Sendai Hill is where five roads meet and there is supposedly a phantom sixth road and that the 6 o'clock bus disappears down this bus along with its passengers. The girls who have been kidnapped are being prepared as an offering to the great leader by Jadeite.

The next day, Usagi and Luna head over to the temple and Mamoru nearly catches Luna talking. Usagi sees Mamoru's I.D. - Chiba Mamoru, Moto Azabu High School, 11th grade. Usagi blushes and turns when she sees that he resembles Tuxedo Kamen. He looks at her and mutters "Fighter for Justice...," shocking Usagi as she leaves the bus. Usagi and Luna see a crowd and a woman asking Rei to use her ESP to ind her daughter but Rei says she can't conrol that power. The woman yells at Rei and insults her, so Rei tells them all to go home. Rei spots Usagi and shuffles off. She recieves a vision of Usagi in danger and runs out as the 6:00 bus arrives. The bus driver, Jadeite, is the same man from her vision! Rei unwillingly enters the bus and Usagi uses the pen to morph into a stewardess and jumps into the bus window. Luna tries to hang on to Usagi, but falls off and is caught by- Tuxedo Kamen! Luna scurries off as Kamen wonders who this girl who transformed before his eyes is.

Usagi arrives in a mysterious stone castle and transforms. Luna gives Ami a red pen identical to her own and teleports her. Sailor Mercury warps in and uses a gust of FOG. Jadeite freezes the fog into pellets and Rei is passed out in his hand. Usagi throws her tiara and yells, "MOON FRISBEE!" The frisbee encircles Jadeite and traps him. Jadeite uses his power to slam the senshi against the wall. Mercury throws the pen at Rei and Rei transforms. Phobos and Deimos attack Jadeite, and Sailor Mars yells "AKU RYO TAI SAN!" which burns Jadeite to death. The flames cause a tremor, and the senshi gather everyone and teleport back to the bus stop. Rei is naturally surprised, since she has suddenly become a powerful senshi and part of the Sailor Team. Nephrite vows revenge after seeing this.
