Arale Norimaki is a character from Dr. Slump, a manga by Akira Toriyama before he wrote Dragon Ball. Arale is a robot, created by the genius but perverted Senbe Norimaki, and they live in Penguin Village. Arale is very cute and wears glasses; she can't see well without them. There are lots of other wacky characters in the manga, which spans 18 volumes and was also made into an anime.

As a robot, Arale is very strong, but she is also very naive and likes to play with - yep, you guessed it - sh*t ^_^;;

In Dragon Ball vol.7, Goku and Blue (of Red Ribbon Army) crossed over to the Dr. Slump universe. After a plane chase, they found themselves in Penguin Village, and Arale helped Goku to defeat Blue. After getting his plane fixed in Penguin Village, Goku was able to return to his own universe. But then again, this maybe means that Penguin Village is part of the Dragon Ball universe. However, that was the only one time the Dr. Slump universe crossed over into the Dragon Ball manga.
