Michiru is a very feminine and classy lady. She is artistic, intelligent, and a great violinist. Hey! She's a Pisces! She attends Maguen Gakuen with Haruka and Hotaru.
Sailor Neptune is the "brains" of the outer Senshi as Sailor Mercury is with the inners. They both do have similar kanjis used for attacks (water), but Neptune's element is the ocean, and therefore her attacks are stronger than Mercury's. (Mercury's is more ice and bubbles).
Michiru came with her partner Haruka in episode 89 of the S series. She has a strong relationship with Haruka, and is willing to give her life in battle for her sake. She also easily gets jealous and tends to be a sore loser at times. Well, she is a perfectionist.
Sailor Neptune's most common attack is "Deep Submerge." Big tsunamis (tidal waves) form around her and they form into a glowing ball (like a planet) over her head, then directing it to her enemy. As Super Sailor Neptune, she uses her talisman, the Deep Aqua Mirror, for her attack: "Submarine Reflection."
