"What the HELL happened to Vejiita and Gokou in that picture!?"
Heh-heh. It's called the next level in Saiyajin power. No, not Super Saiyajin Level 4, but in Gokou's case, Super Gokou 4, and in Vejiita's case, Super Vejiita 4.
"They have TAILS?!"
Uh...well obviously, ne? *L* You see, full bloodied Saiyajin's at a point in their life can, and do, grow their tails back. The circumstances vary a little, but the tails grow back, allowing the Saiyajin to access the Ozaru power again.
"Ozaru power? You mean they 'King Kong' thing with the moon?"
Excatly! And that's how you get it Level 4. Gokou achieved this first. He forcefully had his tail extracted and once he looked at the full Earth (being he was on Planet Plant) he turned into his Ozaru form. He ravaged and pillaged at will, until Pan (flourish of trumpets) encounters him. It seems grief or longing is what triggers you to go into 4th. Pan showed Gokou an image of her as a baby and him on the beach, and Ozaru-Gokou reconized it.
Gokou also because a Golden Ozaru. Basically going Super Saiyajin in Ozaru form. He turns gold and is more powerful. ^_- After he longed for the Earth and cried for Pan he powers up. In powering up, he shrinks. In shrinking, he becomes Super Gokou 4. Super Gokou 4 is not a child (though he is still a child in the series). He has long black hair, pink fur, exposed hands, face, feet and chest (like a gorilla) and a tail. His eyes are outlined in red. He is extremely powerful.
Once Super Gokou 4 realizes what he's become he knows he has to stop Vejiita-Baby and flies off to do so. Meanwhile Vejiita-Baby has seen Gokou's transformation and realizes he's doomed. However, his dedicated wife, Bulma, has an ingenious idea. She amplifies the moon 100 fold or more and shines the light at Vejiita-Baby making him artifically regrow his tail and turn into a Golden Ozaru.
Since Vejiita-Baby was more powerful than Super Saiyajin 3 chibi-Gokou the fact that he can go to Golden Ozaru is frightening for Gokou. It means Vejiita-Baby can go to Super Vejiita 4 as well. (I assume that is what happens...I only have to episode 32 of GT, so I dunno, but soon I'll have to the ending and I'll update here).
"Uh...okay, Gokou gets his tail, and can go Super Saiyajin? Can we say continuity error?!"
'Continuity Error!' 'Continuity Error!' Yup, blame it on Toei (producers of GT). While its true that once you grow your Saiyajin tail back you can't go Super Saiyajin in Dragonball Z, in Dragonball GT that isn't so. What this means for the world? I dunno, but if it bothers you that much, just know that Toriyama Akira didn't make GT and so you can totally disclose it as an alternate dimention where this works. *L*
Then again, its only an anime and even Toriyama had his errors (Gohan grew his tail back, and he isn't full-bloodied Saiyajin for one). Antway, hope that answers everything about Super Level 4. However, keep in mind, there is NOT a Super Saiyajin 4 (yet anyway). There is only Super Gokou 4 and Super Vejiita 4.
