Sailor Chibi-Chibi

Chibi-Chibi is about 4 or 5.

ChibiChibi-chan, up close and personal ChibiChibi is this adorable little who just appeared riding on an umbrella (you know, Mary Poppins?) Her umbrella blew away and Usagi caught it and gave it back to her, for some reason ChibiChibi followed her home. ChibiChibi disappeared, but when Usagi opened the door to her house there was ChibiChibi, her mother saying she was part of the family. (Much like what Chibiusa did.) one day. She can't talk, all she can do is mimic what other people say or say 'chibi'. (i.e. 'Hello, how are you?' 'Chibi..')
ChibiChibi is a Sailor Senshi, after touching Eternal Sailormoon's Moon Tier she turned into Sailorchibichibi. She really doesn't do anything from what I've seen, but she did give Usagi a new attack (Silver Moon Crystal Power Kiss.)

Rumors

Well this really isn't a rumor (because this happened), but in the final episode 200 Chibi Chibi admitted to Eternal that she was the creation of Galaxia's star seed. Galaxia released her star seed in one last attemp to save herself, the seed eventually, not only creating Chibi Chibi, but the hope she put into it made it to Eternal.

Since her identity hasn't been revealed (Actually, yes it was in Nakayoshi, but I don't know what it is yet..) I'll give you some of the weird rumors and we'll see which is right together, ne? :P • ChibiChibi is Seiya and Usgai's daughter - I think that's the least reasonable. Anyone who thinks that obviously hasn't seen the show much, Usagi LOVES Mamoru and I highly doubt she'd ever cheat on him, even if Seiya obviously wants her. • ChibiChibi is Neo-Queen Serenity's second daughter - According to Setsuna, Neo-Queen Serenity never had other children..would she lie? • Chibiusa's duaghter - maybe.... • Princess Fireball/her daughter/or something of the like - This is what I think, I have a feeling she has to do with Fireball. Maybe Fireball younger, maybe her daughter, something like that.
