Hotaru is captured by the beauty of the cherry blossoms that are blowing in the wind. She is in crib waiting outside a house when suddenly she is filled by a vision. In this vision, she sees Sailor Moon holding a long staff and wings have grown out of her sailor suit. She says something to Hotaru and the baby smiles. Then she sees her father lifting her up and giving her over to Setsuna. Meanwhile, Usagi is in a park when suddenly she hears her name called out. It's friends, Ami, Rei, Makoto, and Minako. Usagi is happy to see them and is very grateful to have friends like them. Minako is just totally excited because she is now wearing the same suit as Makoto, Ami and Usagi since she transferred over to their high school, Juuban High School. Then ChibiUsa and Mamoru show up and ChibiUsa announces that it is time for her to leave for Crystal Tokyo since her task has been accomplished.
However, in another part of the world, a voice calls out to Neherenia, who is satisfied in her place where she remains beautiful forever. This voice asks her why is it that beauty such as hers is locked up in such a place as that one. Neherenia looks around in confusion and suspicion. The voice called back to her saying that it would grant her all her wishes and then broke the mirror that sealed Neherenia and freed her from her happy place. Later that night, all the girls and Mamoru are gathered around saying their good-byes to ChibiUsa. Artemis, on the other hand, is crying because Diana is leaving him and having to go back home. ChibiUsa proceeds to pull out her time key and does the encantation that will open the door of time and space. A bright light appears and she stops for a minute to say her last good-byes to everyone. Neherenia, however, is looking over them from up in the sky. She is able to recognize Sailor Moon and Sailor ChibiMoon even in their normal clothes. And she is upset because she thought they had died when they fell over the building in their first big battle. Then the voice tells her to get rid of them so that she can become queen of the earth. And so, encouraged by the mysterious voice, Neherenia produces her soul mirror and shatters it over the girls and Mamoru. They all look up in splendor of the magnificent pieces of light. And just as ChibiUsa is entering the beam of light that will take her home, it dissapears. All of them wonder what it could have caused it. Meanwhile, Usagi is tending to Mamoru who has gotten a piece of the mirror stuck in his eye. Usagi is worried about him, but tells her not to be because he will be all right, then a golden flash engulfs his eye for a few minutes.
In another part of Tokyo, Michiru and Haruka witness the phemomenon and wonder what could have caused such an event. Michiru reaches for her Deep Aqua Mirror and recieves an image of the moon being covered by something unknown to her. Down below, people are being hit by the tiny glass shards and start screaming in agony. Then one piece falls and cuts its way in to Haruka's hand. Michiru lifts her hand and removes the tiny piece of glass with her teeth, she spits it out on to a handkerchief and the piece of glass starts to grow into a female figure looking like Neherenia. Then other of the mirror paredory start appearing around the building and on the rooftop. All of them creating an annoying laugh. And just as they are about to attack, Sailor Pluto activates her "Dead Scream" attack and finishes them off. Pluto is holding Hotaru. The other two Senshi are surprised to see Pluto and to see Hotaru in the form of a baby. They question why Hotaru has been brought here and Pluto explains that they will need her power while fighting this new enemy.
The attack, however, proves to be useless against the paredorys as they reform back to their Neherenia like appearances. Sailor Pluto puts down Hotaru and now Sailor Pluto is joined by Sailor Neptune and Sailor Uranus. The fight in hand to hand combat, but the mirror paredorys just keep reforming. Then one of the paredorys is about to kill Hotaru, when a powerful blast, emanating, from Hotaru disintegrates it. Then the Saturn symbol shines on Hotaru's forehead and Pluto, Uranus and Neptune are floating above ground with ribbons circling them. The Outer Senshi have now become the Super Outer Senshi. Their sailor suits now look like those of the Inner Senshi, heart brooches, longer bows and the star on the choker. The mirror paredorys are getting stronger and more are coming, so the Outer Senshi do a combined attack and disintegrate all of the paredorys for good. The Outer Senshi then hear a voice behind them and to their surprise, its Hotaru who has grown about four or five years. She warns them that the princess is in danger. And faceless, evil laugh is heard from above the Earth.
