The PACS project on its way in 1999 |
The law project has been adopted by the National Assembly in December 1998. It should be examinated by the Senate this spring and hopefully be finally adopted again around June 1999. This contract would allow two persons living together specific rights such social, fiscal and successonal ones. And a foreigner living with a French will also be allowed to ask for a long term residency permit as long as its entry on the French territory has been legal. First considered as a victory for homosexuals, the presentation of the law project was postponed several times by the socialist government, which was afraid to shock a part of the population. That’s the reason why the contract is now concerning almost any type of union, such as a brother and a sister, or two students sharing the same apartment... But still its first aim is well known by the population, whom seems to approve the law in a large majority (64%)... But important points like adoption are not concerned with the law. |
