Information on the situation for homosexuals
in Azerbaijan:
Illegal
Homosexual acts are classified
as serious crimes in Azerbaijan, along with murder, rape, terrorism, and
treason. On May 12, 1998, President Haydar Alyev granted amnesty to some
10,000 people to celebrate the 80th anniversary of the first independent
Azeri state, but people sentenced for sodomy violations were not included.
A penal-code reform is underway that may lead to legalization of gay sex.
