The French Southern Territories is a territory of France, hence separate laws and regulations apply. There are no permanent settlements on these islands but a few scientists and meteorologists. I assume that French mainland laws would apply should the question of homosexuality be brought up. 

The French Southern Territories consist of the islands of Saint Paul, Amsterdam, Crozet, and by far the largest, Kerguelen in the Indian Ocean. (Often, the disputed French Antarctic territory of Adélie (Adelia) Land with its 432,000 km² is considered part of the territory, then called the French Southern and Antarctic Territories.)
