Information on the situation for homosexuals in Italy:

Legal

Italy, however modern and democratic, seems to be unable to get rid of the bad influences of its two most powerful non-governmental institutions: The Catholic Church and the Maffia. Add the machistic Mediterranean culture, and you don't seem to have a sound base for homosexual rights. Homosexuality is legal, though, and there are several organizations and venues.

The Police in cities like Rome are known to harass and raid gay clubs and shut them down on matters of technicalities. Rome will probably be the host of "Rome World Pride 2000". The Maffia still has a very strong influence over modern-day Italy. They don't exactly have a reputation for being gay-friendly and many say their "code of honour" doesn't allow homosexuality.
