In spite of the mother country's admonition, Montserrat chief minister David Brandt said: "No politician could vote for such a law [allowing homosexuality]. There will be protests everywhere on this island and in other dependent territories [if Britain imposes the change]." Neighbouring island territory Anguilla's head minister Hubert Hughes informed London, "Even though we are dependent on British aid, we will not, definitely, compromise our principles when it comes to Christianity." Montserrat was the island hardest hit by Hurricane Hugo in 1989. Most of the island's population has been evacuated to Anguilla or the U.K. after severe volcanic activity in 1995 - 1997. The capital of Plymouth is almost totally demolished. Travel by helicopter or catamaran ferry from Anguilla is, however, again possible. The northern part of the island was least damaged.
