Illegal Homosexuality, both gay and lesbian, is strictly forbidden, and may, according to Article 201 of the 1971 Penal Code, be punished with up to five years' imprisonment for sex between consenting adults. Foreign gays living in Qatar have been arrested and deported. Rectal exams of foreigners have been reported. Islamic sharia laws are often applied. There are reports of men being whipped for homosexual activity. Qatar is ruled by the emir, and a discretionary system of law is applied. No political parties are allowed.
