In some parts of germany, carnival is a very popular festival. Everyone wears a costume.
These two girls wear a "tiger" costume. It is basically a yellow rain jacket, and a yellow bib pant over the jacket. Apply black adhesive tape to it and voila.... Nice looking and very practical for use in every weather (Carnival is usually in February!)
Even for dogs, there are raincoats:
