Cosmos, who she is.

Sailorcosmos is the future self of Chibi-chibi. She comes from the future to help Sailormoon and the other Senshi stop Galaxia's quest. She has run in fear from Galaxia far too long, and this time she isn't going to back down.

Some think that Cosmos is Sailormoon's future self. She isn't. It seems they share some of the same traits, like not facing a fight when need be. All in all she is a great person with awesome power. She is the guardian of the cosmos. She even resigned the title to Sailormoon, saying that Sailormoon was the true guardian of the cosmos. She would return to claim her title when it she is ready to face her troubles head on.

Perhaps she would say this to transform. As Chibi-chibi she'd say " Chibi-chibi Crystal Power, Make-up".
