 My warmest felicitations to my fellow scouts and scouters as you gather for the Philippine Centennial Scout Jamboree on January 5-11, 1998, in the celebration of the 100th year of our country's independence.

     I am glad to be a part of this jamboree bearing the theme, "Scouts: Heroes for Tomorrow". Not only does this scouting activity coincide with the centennial celebration of our freedom but it also celebrates the zest and vigor of today's Filipino youth and of our young revolutionary and war heroes.

     Scouting is a great developer of heroes. Through the colorful world of scouting, the youth learn to be useful citizens and conscientious leaders of the future. Scouts need not to go to war or to the battlefield. From tree planting to anti drug campaigns, from cleanliness to disaster preparedness drives, scouts have proven and can continue to that they are heroes in their own rights.

     It is my fervent hope that this jamboree will open the minds of the youth of the relevance of this year's centennial celebration. May it succeed in instilling among the youth the sacrifices, ideals, hopes and dreams of our forefathers for the fatherland which cost them their very lives and which we must now renew in our national life and in the lives of all Filipinos- young and old alike.

     Congratulation to the BSP, DECS and other government agencies for working hard together for the success of this occasion.

 My most cordial greetings to my fellow scouts and scouters as we gather here in Clark Field, Pampanga for the biggest scouting event in the country.

    The Philippine Centennial Scout Jamboree/ 11th BSP National Jamboree to be held January 5-11, 1998 is doubly significant not only  because it falls on the year of the Centennial of the Philippine independence but because of the honor bestowed on us by our President and Chief Scout Fidel V. Ramos to kick off the nationwide celebration of the most important event in our history.

    As we all set our sight to the commemoration of our country's birth as the first Constitutional Republic in Asia let us show the world that we as a nation are one in our goal to be the newest and fast emerging tiger in Asia.

    Let us, as Scouts and Scouters, be a part of this great event let us put our heart and mind to the goal set forth by the government  to instill among the mind of every Filipinos the importance of the year 1898.

    Let us be guided by our Jamboree theme, "Scouts: Mga Bayani sa Kinabukasan," in rekindling the great Filipino spirit.  Taking cue from our heroes who fought and gave their youthful lives to free our country from the bondage of slavery, let us stand and be counted as the first to heed the call for continuing the legacy left by our forefathers.

 Today, we mark a significannt event in our life as a free nation as we kick-off with a Philippine Centennial Scout Jamboree, the Centennial Year of the Declaration of the Philippine INdependence which will culminate on June 12, 1998.

    This freedom which we now enjoy is a gift, a genuine offering of life from our heroes who died in their youth.  In the same manner, the Philippine Centennial Scout Jamboree is also a gift to our youth as they are given the chance to once again lead our centennial celebration and be part of this historic affair.

    While we are happy that a number of our youth will participate in this activity and thus attain meaningful experience for their growth and development, it is sad to note, however, that many are still indifferent who chose to patronize self-centered activities and forget the values of nationalism and patriotism.

    With the Centennial Jamboree, nonetheless, we hope to bring back a responsible and responsive youth ready to defend and enhance our freedom with our youthful heroes like Rizal, Bonifacio and Mabini as our examples.

    Let us celebrate our 1998 centennial year with great pride of our young Filipino heroes who built this country.
