All of the sites listed offer Free services and some also offer more advanced features for a minimal cost, however, I have found that the free services provide more than enough to design a great website that gets a good amount of traffic.

Charlie's Guide to Frames

The best frames info I can give is to find a page with a set up you like, and after you have learned the basics from Charlie's, type view-source: before the address you like and you will open their frame source (i.e. view-source:http://geocities.datacellar.net/~barbwyr/fframes.html for mine.)
