With all the vested interests of various people in various groups, there are considerable obstacles to uniting the several disperate and independent groups. It seems that the approach that will lead to the most successful unity is some form of alliance. The various groups all have established structures and hierarchies. Leaders are not likely to give up their positions, and followers likely aspire to these heights when their turn comes. The strong-willed and emotive people who make up the Legion indeed have a challenge if they aspire to unity.
