Star Trek: The Next Generation first aired in September of 1987. For the characters 15 years have passed between the Farpoint Mission and Shinzon's invitation to the Enterprise to visit Romulus. In that time all of the other original Bridge Crew have been promoted (with the exception of Captain Picard), at least temporarily or achieved higher status (i.e. Beverly & Deanna gaining Command status).

Early in the planning for Nemesis Rick Berman (Executive Producer of all Star Trek) has stated that the 10th (at that point un-named) movie would be about the TNG crew, NOT the DS9 crew. It was campaign's goal to persuade Mr. Berman that Data should be promoted to full Commander in that movie. Unfortunatley that did not come to pass. That it did not was not the fault of this campaign, which never got off the ground. It is now probably too late, based on what happens to the characters in Nemesis. However there is a chance. If anyone would care to spearhead an effort, you have my blessing.
