History: Bebop and Rocksteady were members of a street gang when they were teenagers, because of the usual reasons; alienation, isolation from adults, poor performance at scholl yada yada. Unfortunately, on one of the gang adventures, they got into a car TWOC and ended up serving a short sentence in a youth reform centre. When they were released, they found themselves without jobs, and simply went back into street gangs. Finally, they entered a gang working for the mysetrious Shredder, and were sent on missions to destroy the city - with crime - and to silence April O'Neil a reporter. They failed, due to the TMNT and were recalled by the Shredder. Later, he came to them and the other members of the gang, and asked for volunteers for an experiment. Rocksteady and Bebop obliged, and were turned into a comination of human and another animal. Although uneasy about this, they found they were accepted as Shredder's right-hand mutants, and entered into many battles with the turtles.
History: Baxter was the employer of April O’Neil, and only the second villain the turtles fought, after the defeat of The Shredder in Issue no. 1 of the comic. Baxter, a scientist, had been contracted by the city council to manufacture ‘mousers’, i.e. mouse catchers, to eradicate the vermin problem. However, even with the income from his ingenius product, he carved more money and power, and turned the mousers to crime; bank robberies. When April, his assistant at this point, realised what was happening, she threatened to expose his doings. In desperation, Baxter forced her into the network of the sewers, and played ‘cat and mouse’ with the mousers, and April as the prey. Fortunately, the turtles dwelled nearby, and came to her rescue. Whilst at their lair, April learns from a news report that Baxter has threatened to destroy several buildings if he does not recieve large sums of money. With the turtles’ help, she returns to Baxter’s laboratory to stop him. However, Baxter manages to activate a programme which commands the mousers to destuct the building in which they are all trapped. April and Donatello eventually shut down this programme in time, and they quickly escape, leaving Baxter to the police.Part Two: Baxter did not give up his lust for revenge and after a long period of rest, he resurfaced when the turtles leasy expected it...but this time, as a robot. With advanced technology, he had succeded in transplanting his brain into a metal body, complete with weapons. His first move was to announce his presence by attacking April as she was driving. The damage was minimal, but this turned out to be merely a warning. Baxter then arranged a ‘final’ encounter atop a roof, and before being mortally wounded, managed to injure the turtles badly, and hurl Raphael over the edge of the building, although his revenge was not complete, as all his enemies lived.
