ity of Mirrors government is run by a Lord's Council. The uniform of this council is a shape swallowing, smoky cloak. The face is obscured by a veil. These Lords are nominated and voted onto the council by other lords. The Lord of the Lords council is the only publicly known Lord, and is voted into place by the lords council and is in position for life. They pass laws. Run the Black Watch, Sky Harbor, and Water Harbor Patrols. They also dictate military and law policy for the entire City of Mirrors controlled area. These policies are generally followed in all villages and towns.

The Guildmasters council advises the Lords Council and is composed of Guild Masters. They set guild policies and grant trading and adventuring company charters.

The city-states prison is the Granite Mountain Wheel, which is located in the Del'Gar Islands, and is jointly used by City of Mirrors and Del'Gar. The exact location is supposed to be a state secret, but it is commonly known to be present in the Del'Gar Islands. It is commonly called just "The Wheel."

Many people who are aware of the sheer quantity of magic used in the constructions around the City of Mirrors soon learn that the House of Doors has had a long standing agreement with the Lord's Council that it's members taxes are to be paid in services rendered. In most cases, these are spells and magical works commisioned from the House of Doors.

Practice of blatant necromancy (by spells or items) is banned outside of the grounds of the House of Mirrors (allowed therein on testing/training grounds only)

Casting any spell/using items that affect and damages/destroys large areas is banned within the city limits

Exception: University testing/training grounds.

Cremation of bodies has been deemed illegal save in cases of plaque and disease.

Carrying of any strung bow or crossbow of any type is illegal in the City of Mirrors walls.
