Washes the arms first or any part of the required portions to be made wet. There might be a different situation for the hair of the head than the hair of the arms if made wet out of sequence. FATWA:Of both the general and khususi ulema. Question: Does that person have to first dry that section of the body or do they have the permission to go and just start from the beginning of the procedure and place water over the already wet area? ANSWER: It is not necessary to dry the parts of the body so long as it can be said that the fresh water has overwhelmed the previous one.
