These are my (David Bofinger's) comments, on my spreadsheet implementation of the victory points that would have been scored if history were a game of Empires in Arms. It's based on slight modifications to a list of events compiled by Fred Gilligan.

At first sight it seems nobody makes it over, though many come close and some very close. That would mean a British victory.

Actually, my implementation of PP losses due to capital occupation is too harsh, which is costing Spain (and Austria) some victory points. So probably Spain was a winner. Which says a lot about Empires in Arms' concept of what constitutes victory.

On the other hand, I haven't considered bids.

One reason everyone is having so much trouble is that there are so many free states.
