Players options when bunker completely covered by casual water

Scenario: Mike and Jamie are playing a par 4. On Jamie's shot into the green,
his ball lands short of the green in the front right-hand bunker. Upon
arriving at the bunker, Mike and Jamie notice the bunker is full of water.
What are Jamie's options?
Ruling: Decision 25-1b/8 states "the player may play the ball as it lies or:
  1. Drop the ball in the bunker wihtout penalty at the nearest place, not nearer
    the hole, where the depth of the casual water is least; or
  2. Drop the ball behind the bunker under penalty of one stroke; or
  3. Declare the ball unplayable and proceed in accordance with Rule 28."

Rule 28 Ball Unplayable
"The player may declare his ball unplayable at any place on the course except
when the ball is in a water hazard. The player is the sole judge as to
whether his ball is unplayable.
If the player deems his ball to be unplayable, he shall, under penalty of one stroke:
  1. Play a ball as nearly as possible at the spot from which the original ball was last played; or
  2. Drop a ball within two club lengths of the spot where the ball lay, but not nearer
    the hole; or
  3. Drop a ball behind the point where the ball lay, keeping that point directly between
    the hole and the spot on which the ball is dropped, with no limit to how far behind that
    point the ball may be dropped.
If the unplayable ball is in a bunker, the player may proceed under the clause 1, 2 or 3.
If he elects to proceed under clause 2 or 3, a ball must be dropped in the bunker. Lastly
the ball may be cleaned when lifted under this rule."
Penalty: Match Play - Loss of hole
Stroke Play - 2 Strokes
