Further, as explanatory briefs about the work were prepared for and disclosed to the press since 1978 with knowledge by this level of authority to which i've been accountable, in view of the documented fact that one element of the work i contributed to was preliminary documentation for "The Caribbean Basin Initiative", devised to promote democracy in Latin America--and this has been revealed as the goal of "Project Democracy" as run by Lt.-Col. Oliver North--it should be understood that if there was a decision made by the proper level of authority relegating this work to that of "covert activities"--it would be my opinion that the 1978 agreement has been abrogated, possibly violating laws and having a definite and direct bearing on the goals of the INDEPENDENT SPECIAL PROSECUTOR and the U.S. Congressional Iran-Contra Committee as it may be the root of all the present problems.
I draw no conclusions between this straightforward
analysis and President Reagan's August 12, 1987 televised
statement about the Iran-Contra Hearings and ultimately where
"the buck stops." At least not yet.
I wish to confirm for you that i played no part in any attempt
to perpetrate a cover-up, and i don't wish to be a
subject of your potential prosecutions or any in future that may
result from neglect of these facts presently.
Therefore, i've requested that the White House give you copies
of all these relevant documents now.
Mr. Walsh, i'm pressing so hard as is now clear to
make these facts publicly known because, indeed, from the outset
this has been "International Diplomatic
Work...on a direct basis" which i've prepared.
If in future Lebanon's Ash-Shiraa magazine--which first
published news last November of the Reagan arms sales to
Iran and was then called "that rag in Beirut" by President
Reagan for doing so--is revealed to have acted as it did
last year because of my work and because of "The Arab League"'s
response to my August, 1986
statement to them particularly, i will accept responsibility
for it for these reasons--there was press awareness of the work
from the outset and it was "International
Diplomatic Work...on a direct basis," including numerous
statements to the Arabs and affecting Lebanon as well as
pursuing freedom for the innocent hostages.
Presumably the Reagan Administration and President
Reagan's especially ardent supporters are bearing in mind
that there was a very complex and multi-faceted crisis in
1978 and this is why those original documents were then prepared
and provisions were made for me to continue to provide
supplementary work as has been needed.
It disturbs me that they have ignored these actual factors
affecting the safety of the hostages and American relations with
the Arabs because we don't need a court of law to figure out
that, if those in the international community not necessarily
sharing our interests and goals have documents (and document
copies) about these matters with dates on them preceding any
included in the U.S. Congressional Committee process (or "The
Tower Commission" before it), it helps them that we show no
determination to provide the truth in relation to those
documents but instead call the practitioners of "disinformation"
"heroes."
Further, of course, without the accurate original documents
included in our processes to secure the truth, correct the
mistakes, and take steps to prevent their recurrence in
future*--their accuracy substantiated by public awareness of
them--who is to say our enemies aren't even now showing parties
which aren't firmly aligned with our interests complete
forgeries while also taking more visible steps to reinforce
their own credibility...at our expense?
My God, Mr. Walsh.
How could even our allies respond to evidence of hypocrisy by
spokespersons for our interests if we apply our greatest
strength (perhaps our and our rights to make
our own decisions) to support the hypocrisy?
We took such care in preparing these documents in the first
place so we would never face this "present
situation."
This is not to insult President Reagan personally, but
in recent months his administration (and his own speeches)
portrayed him as a president who prefers to delegate authority
rather than do the work himself, and then as one who actually
made all the decisions and took an active role in everything
that was done in regards to the arms sales to Iran.
I'm frankly still confused how the U.S. Congressional
Iran-Contra Committee could have conducted its hearings to
determine the truth behind "Irangate" without having his
testimony--unless it wanted you to pursue this aspect of
the scandal.
