Recently i met Victor Moshe, the new "African National Congress" AMBASSADOR TO CANADA. I was able to explain to him personally why i've been delaying the promised submission to Nelson Mandela (with 3) 54. of a) here containing most of these) of document copies to South Africa. I told him simply that for more than 3 years Prime Minister of Canada Brian Mulroney has been refusing to return to me a copy of my November, 1984 statement to "The Arab League" despite repeated requests for same via first, his then INTERNATIONAL TRADE MINSTER Ms. Pat Carney (who was the elected representative of the riding i live in until September 1988), and then the Right Honourable John Turner (who until 1990 was the LEADER OF CANADA'S OFFICIAL OPPOSITION). I inadvertently failed to keep a copy of it for my files when i made the submission to "The Arab League" (following November's Reagan election victory and Mulroney's own victory only months earlier) via Mulroney to the White House. Something said in the late stages of the Oliver North trial convinced me i ought to be doubly sure exactly what i said in that particular statement--and obviously you would know. In any case, two terms of reference to it were copies of former Prime Minister of Canada Pierre E. Trudeau's Office's March 26, 1984 letter to me as SPECIAL DIPLOMATIC ADVISER TO THE U.S. PRESIDENT (for the first and only time since the 1978 work) and this enclosed page containing copies of the two letters i got from the VATICAN SECRETARIAT OF STATE earlier in 1984...and this New York Times report on Pope John Paul II's "views" between the mailing dates of the two letters to me from them. When the May, 1989 request for Mulroney's help via Mr. Turner got no response even when i said i needed the document copy so i could make my next appeal for "Arab League" help to secure freedom for the hostages in Lebanon...it was followed soon after by release of that graphic video of American U.N. PEACEKEEPING FORCE official William Higgins, whose body was returned to America so recently. So i told Victor i was very reluctant to take any steps--when a second plea via Turner for Mulroney's help in January, 1990 also was apparently ignored (you could test my telephone and its answering machine...) until the hostages were all freed as was being promised almost every day of the summer and fall of 1991. (And as is, as i write, there are still Germans being held, i believe.)
If you want to know why i phoned your office in Oklahoma about a year ago but am only now making this submission to you, it relates to this and what i call "the Ollie North syndrome": i'm only an adviser. I know what i was empowered to do and what i shouldn't try. Pressure to have me exceed that is external, not from within me.
Ask for those 56 replies, sir.
I have not yet sent copies to Washington (for Bush's reactions) of either my 1990 resume or 'Science Fiction', written by me several years (ago) and, as a result of my sending a copy of it to my friend Desmond Tutu two Christmases ago, possibly a contributing factor to the release by Pretoria of Nelson Mandela.
I will certainly invite Bush to comment on the contents of the resume.
And i'll tell him that if he and Reagan have trouble remembering if the contents are accurate, subsequent to his reply ii'll foot the bill (despite the new postal rates and my financial hardship now continuing toward its 14th year under this conflict of interest) to ask Jimmy Carter and the Vatican whether its contents are consistent with their documentation since 1977-78.
