This disturbed me, but faced with a choice of disappointment to my ego or continuing "concerns" for the lives at stake--and with neither authority invested in my name yet refuted--i was not so discouraged that i abandoned my efforts...or forgot what was planned and documented so thoroughly ("perfectionist" Jimmy Carter...) in 1978.
Accordingly, when President Reagan formally introduced "The Caribbean Basin Initiative" in early 1983--before the major undertakings involving popular entertainers and relating to Africa were also announced--i could see no other "alternative" but to explain that i had done the original preliminary work for the C.B.I. when i was applying for jobs in Vancouver (after i returned here from Ottawa in December, 1982) that might involve responsibilities in or relating to this field.
And when Bob Geldof finally did start "Band-Aid" around the first of December, 1984, i happened to come across attachment c) here at the very same time.
In 1978, President Carter had insisted that the undertakings by the governmental authorities which were to follow the special contributions by the popular entertainers were to be politically "bipartisan" as we didn't want naive and innocent individuals involved or potentially affected to be confused between our "best" interests and the goals of our adversaries.
Accordingly, of course i reacted to this article's contents, President Botha, making a January
5, 1985 submission to Prime Minister of Canada Brian Mulroney and a February 7, 1985 submission
to U.S. Senator Edward Kennedy (who was involved in the 1978 plans--particularly relating to
South Africa) including copies of it and with comments by me based upon my awareness of the
1978 plans.
As "all of us" should know now, what this article actually reveals is the cover story used by
"Irangate" figure Lt.-Col. Oliver North.
I had no prior awareness of him or what he was doing until after Lebanon's Ash-Shiraa broke
the story of the Reagan arms sales to Iran in November, 1986.
(Going back to this chronology), to me it was immediately obvious that Bob Geldof had not
discussed his plans for "Band-Aid" with any government before 'Do They Know It's Christmas?'
was released.
So, subsequent to the statements to Mulroney and Kennedy, i took other steps consistent with
the 1978 plans with respect for the "best" interests of the popular entertainers--particularly
because certain of those i had contacted about such an undertaking by them were getting
involved in the ones emerging in late-1984 and early-1985 and i assumed they'd expect me to
also get involved--and so that their efforts to help the world's needy--and the ones i presumed
would follow by the governments--would be successful and human lives would be saved and
protected.
These included registered letters directly or submissions through intermediaries available to
me (according to the 1978 plans) to such as "The International Bank for Reconstruction and
Development" (The World Bank), "The Organization of African Unity", "The Islamic Conference
Organization", "The Arab League", the COMMONWEALTH SECRETARY-GENERAL (in conjunction with the
UNITED NATIONS SECRETARY-GENERAL), certain others including the nominal leaders of the British,
American, and Canadian popular entertainer groups--and of course that submission to Glenn Babb
later on.
As you see i told Glenn Babb, it is my recollection that the South Africa government was advised of these plans in 1978 and that i also promised it a "summary statement" in future before i finished my "International Diplomatic Work...on a direct basis."
This is one reason why i decided to send you this registered letter on the basis of both
authorities now, before i'm finally finished with the work or may be unable to submit it on
this basis in future.
And i intend to make clear for you why i decided that the June 20, 1986 statement to Glenn
Babb wouldn't be appropriate for that purpose.
(Continuing this honest chronology of my work), President Botha, you must understand that i was reading former South African newspaper editor Donald Woods' book, "Biko", in early 1986 and became interested in contacting him about its contents.
