Mr. Turner:

I had to be in the neighbourhood of your office today to pay my cable bill, and decided to make this submission to you in spite of your curious reply to the contents of my July 27, 1988 submission...as well as the earlier ones.

I tried to draft a statement to you over the past few days because it seems the Soviets cancelled their "battlefield" nuclear arms modernization plans in response to the contents of my Christmas, 1988 submission to Mr. Gorbachev (a copy of the List of Contents for which i enclose), but there are many considerations that must be applied, i should be back in your office's neighbourhood next month, and i decided it would be better to make the statement then.

In the meantime, may i ask you to forward copies of the enclosures to the Prime Minister of Canada?

The enclosure addressed to BRITISH COLUMBIA PREMIER William N. Vander Zalm, i had thought, in regards to its clarifications about the South Africa regime practices, is one i shouldn't have to bring to the attention of Ottawa. My friend in Ottawa, telephoning that city's South African Embassy at my request last year, was advised of C.M. Lloyd's stature in that country's political system.*
Now, since the assassination of anti-apartheid activist David Webster, i see where one must take issue with Mulroney's introspective posturing.

Please consider consultation with Mr. Broadbent re the contents of my June, 1988 submissions to South Africans Frederic Van Zyl Slabbert and Archbishop Desmond Tutu.
I still have to formally submit copies to Pretoria and "The Organization of African Unity"...as well as to the UNITED NATIONS SECRETARY-GENERAL.
My Christmas, 1988 statement promised Mr. Gorbachev that following advisement of my intention to Pretoria, i will send him copies of my recent statements to the South Africans.
Rather than lend credibility to either party that will form the next South African government, i decided to delay that advisement until after September 6, 1989.
...This will mean continuing certain aspects of this "International Diplomatic Work...on a direct basis" until at least early-1990.
Pretoria had $110 million to spend on spreading "disinformation" (a word of Russian origin) in the West during the past decade.
One might say these Income Tax Returns say a great deal about the depth of Mulroney's "commitment" to ending apartheid and helping the oppressed.
The enclosure about correspondence received from Ronald Reagan during his presidency is in the form given to Rear Admiral Eugene Carroll, Jr., DEPUTY DIRECTOR OF "The Center For Defense Information", during our two meetings in this city last month. As you may realize, the word "commando" is of South African origin.

This form of NEW YORK STOCK EXCHANGE CHIEF EXECUTIVE OFFICER John J. Phelan, Jr.'s December 28, 1987 statement to me is the one submitted by me last May to Reverend Jesse Jackson.
A former U.S. Assistant Secretary of State, speaking on the May 21, 1989 "This Week With David Brinkley", remarked China's Deng Xiaoping often says:

"It doesn't matter if a cat is black or not; it's whether it catches mice."

My February 5, 1988 statement to Mr. Phelan contains my reasons for having been a critic of U.S. aid to the Contras throughout the Reagan presidency.
I foresee the need to make another submission to him soon.
